When most people think of Peru, the lost Incan city of Machu Picchu often comes to mind. Since its “rediscovery” by Yale archeologist Hiram Bingham in 1911, this pre-Columbian ruin has become synonymous with Peru. Few countries are similarly encapsulated within a single image to such a degree.
While the mysteriousness of ancient civilizations will forever intrigue visitors, Peru’s connections to the past overshadow the significant interest generated by the country’s recent economic progress. Dr. Celeste Kinginger, Pennsylvania State University, presents research on language learning in study abroad frequently documents the significance or enhanced impact of individual differences in achievement; these differences are either left unexplained or ascribed to motivational deficits or other affective variables. The goal of this paper is to explore the value of explicit focus on the uniqueness of individual motives, experiences, and outcomes, following the poststructuralist realization that learning is a socially and historically situated human activity involving people who may accommodate or contest the practices they encounter. Three cases are selected from a larger research project involving 23 American undergraduate students on a semester-long sojourn in France. The project combines narrative study of interview and journal data with traditional assessment of growth in language proficiency and non-traditional assessment of developing language awareness. The cases demonstrate both that the contemporary study abroad sojourn is influenced by the forces of economic and political globalization, and that these experiences are highly diverse. How has a country that was an abject colonial economy less than 60 years ago achieved its current global muscle? How might we renew an understanding of India's development from its five-thousand year history to its recent interventions in the world stage? And, perhaps most importantly, what role do India's "products"—such as film, literature, music, architecture, philosophy, religion, but also business, science, and politics—play in fabricating the country's new global presence? Has India really changed from a nation of bullock carts, or have its purveyors masterfully refashioned its perception on the global stage?
This seminar explores the relationship between culture and capital in fashioning the new India.

In 1997, Wisconsin undertook an education initiative to ensure our state’s ability to compete successfully in the global marketplace. Recent events, especially those since 9/11, have indicated that, more than ever, our students and citizens must be prepared to succeed and excel in a rapidly changing environment. They must be globally literate and linguistically skilled. It is time to renew a statewide dialogue, chart our progress, and come up with an action plan for the future. The Statewide International Education Council, Wisconsin Department of Public Instruction, and the Office of the Governor, in collaboration with state governmental units, educational institutions, community organizations, and businesses across Wisconsin, will convene a summit promoting the importance of international education in Wisconsin. Two keynotes will inspire participants to engage in a day of reflection and discussion as we formulate priorities and recommendations for action. Location: Madison, Wisconsin
