In the life sciences, there is a similar trend. The momentum of Japanese companies, employing numerous strategies to expand internationally, has yielded great results, especially in the United States. And the reverse is also true. However, because life science commerce is so heavily regulated, the process of international expansion is far more complex than in other industries. The Tenth Annual Dialogue will explore these factors.

Crossing Spatial and Temporal Boundaries in Globally Distributed Projects: A Relational Model of Coordination Delay

In globally distributed projects, members have to deal with spatial boundaries (different cities) and temporal boundaries (different work hours) because other members are often in cities within and across time zones. For pairs of members with spatial boundaries and no temporal boundaries (those in different cities with overlapping work hours), synchronous communication technologies such as the telephone, instant messaging (IM), and Web conferencing provide a means for real-time interaction. However, for pairs of members with spatial and temporal boundaries (those in different cities with nonoverlapping work hours), asynchronous communication technologies, such as e-mail, provide a way to interact intermittently. Using survey data from 675 project members (representing 5,674 pairs of members) across 108 projects in a multinational semiconductor firm, speaker developed and empirically tested a relational model of coordination delay. In their model, the likelihood of delay for pairs of members is a function of the spatial and temporal boundaries that separate them, as well as the communication technologies they use to coordinate their work.

Mass Privatization and the Postcommunist Mortality Crisis

Transitions from state socialism to capitalism gave rise to an unprecedented mortality crisis. Current explanations center on unhealthy lifestyles, health system collapse and acute psychosocial stress, although little comparative research has attempted to specify a mechanism that can explain the variation over time and across countries. We develop and test a causal model of how transition policies affect population health inspired by classical sociological analyses of the transition to capitalism. Lawrence King is Reader in Sociology at the University of Cambridge. He studies the intersection of political processes, social structure and economic institutions with comparative-historical, qualitative, quantitative, power-structure and industrial organization research methods. Most of his published work has focused on foreign direct investment, privatization, and industrial restructuring in Central Eastern Europe and Russia. His current research focuses on the relationship between globalization and public health in postcommunist and less developed countries.

By November Fannie Mae and Freddie Mac were in government receiverships, AIG was a ward, the Federal Reserve was the lender of last resort in the Commercial Paper market and the Treasury was an investor and part owner of banks across the nation. The stated policy of the U.S. government is to get out of the financial markets and let them function as private markets once again. But how do they do this and what will the architecture of 21st Century financial markets looked like? Dr. Jeong is an assistant professor of economics at Vanderbilt University. He will present "Complementarity and Transition to Modern Economic Growth." This paper addresses an interesting question in economic development, the nature of the transition to sustained economic growth. He proposes and analyzes a new growth model that is able to generate a gradual transition to sustained growth. He then estimates key model parameters using data from Thailand's economic transition of 1976-1996, and finally shows that model simulations replicate well Thailand's economic transition.

GASLA is a prestigious conference that brings together researchers from a variety of institutions that span the globe and sub-areas within linguistics, second language acquisition and psycholinguistics. They will present their work that addresses contemporary insights in generative approaches to second language acquisition. The conference is devoted to mentalist aspects of second language acquisition. Theoretical and empirical links between second language acquisition, bilingualism, and language disorders are also emphasized. The three plenary speakers are Antonella Sorace from University of Edinburgh, Alan Juffs from University of Pittsburgh and Roumyana Slabakova from the University of Iowa. Professor Chiu's (Department of Psychology, University of Illinois, Champaign-Urbana) current research focuses on cultures as knowledge traditions, and the social, cognitive, and motivational processes that mediate the construction and evolution of social consensus. He is also interested in the dynamic interactions of cultural identification and cultural knowledge traditions, and their implications for cultural competence and intercultural relations. His recent research on group processes examines the role of lay theories in entitativity perception.

Professor Abdelal is also a faculty associate of Harvard''s Weatherhead Center for International Affairs and serves on the executive committee of the Davis Center for Russian and Eurasian Studies. Professor Abdelal''s first book, National Purpose in the World Economy, won the 2002 Shulman Prize as the outstanding book on the international relations of Eastern Europe and the former Soviet Union. During his enrollment in the Ph.D. program in African History at Boston University, George La Rue received an SSRC International Doctoral Research Fellowship for doing field research in the sultanate of Dar Fur in Sudan. He focused on the hakura system of land tenure and the social and economic history of Dar Fur (1785-1875), including slavery and the slave trade. Now at Clarion University, Prof. La Rue has written on Bagirmi, on land tenure in Dar Fur, on the trans-Saharan trade, and slavery. He is currently writing a monograph on African slavery in Egypt, 1798-1849 using primarily French medical sources, and is co-editing a collection of slave narratives from Egypt and the Sudan.

Rethinking Advocacy Organizations: A collective action approach

The objective of this project is to outline a new agenda for the study of advocacy organizations (henceforth, advocacy NGOs), often termed as nongovernmental organizations or social movement organizations. The term ‘advocacy’ suggests a systematic campaign (as opposed to sporadic outbursts) to further a specific policy goal(s). This workshop and the edited volume that will follow it focus on actors involved in public advocacy. Advocacy is a collective endeavor and advocacy NGOs are therefore actors for pursuing collective action. We are interested in examining how collective action issues bear upon NGOs’ emergence, organizations structures, accountability, resource acquisition, and advocacy strategies. The food and agricultural sectors of all nations are vulnerable to terrorism incidents or threats. With worldwide cooperation, collaboration, and information-sharing among representatives from governments, the private sector, and academia, the potential for agroterrorism can be reduced. Does International Diversification Matter?

Dr. Tamer Cavusgil will give a seminar on the preliminary findings for a meta analysis of multinationality and firm performance.

Much scholarly work has been devoted to studying the performance implications of multinationality (also referred to as international diversification). This presentation will report on a meta-analysis designed to reveal empirical generalizations from this vast body of evidence. While multinationality is found to be positively associated with overall firm performance, contextual analysis reveals even more interesting findings. Multinationality-performance relationship is found to be stronger for multinationals from European and Japanese multinationals. Firms in manufacturing industries benefit more from internationalization than firms in service industries. Bivariate results also indicate that multinationality-performance relationship is stronger for the period preceding 1980. Finally, the results indicate that multinationality positively affects performance during both the early and late stages of internationalization. Positive effects of multinationality are strongest for firms with moderate levels of internationalization.

ORGANIZATIONAL RESPONSES TO REGIONAL INTEGRATION COORDINATION AND PERFORMANCE AMONG MNCs IN LATIN AMERICA.Contingency theory predicts increasing economic and market integration should lead to the adoption of centralized strategies, which in turn require more integrated business structures, closer coordination of subsidiaries, and the implementation of managerial policies that support such integration. Whether this should be accomplished at the regional or broader level is a recurring theme in the literature. The process of political and economic reform that took place in Latin America in the 90s offers a natural experiment in which to study the response of multinational companies to changes in their competitive environment within a specific region. A survey of foreign MNCs active in Latin Ameri reveals that they have undertaken greater integration of regional operations during the decade in response to greater integration pressures, but not along all dimensions and not proportionally to the changes experienced. Furthermore, the linkage between the perceived change in the environment, the nature of the response and corporate performance is significant and in the predicted sense.

This paper studies the interaction between global systems of production and innovation and national capitalisms, from theoretical perspectives of Varieties of Capitalism and Global Value Chain/Global Production Networks. It is a comparative study of two industries in three countries - the UK, the US, and Germany. The paper utilizes original data on GPNs, based on a large number of interviews in firms and associations. The paper's theoretical contribution lies in two areas: it links firms' construction of GPNs to national institutional configurations of lead firms; and it shows that, under the impact of global markets, national institutional reproduction and comparative economic advantage need to be re-conceptualized to reflect the complexity of global effects.

Her books include Autobiography of a Cyborg (2000), The Vertical Interrogation of Strangers (2001) and Incubation: A Space for Monsters (2006). She has recently completed a long prose work, Humanimal: a project for future children, a creative non-fiction account of the Wolfgirls of Midnapure, two children found living with wolves in 1920s Bengal.

“Psychotic” T cells and antigens: Word reading, vocabulary, and comprehension of science text Undergraduate students typically decode their texts accurately. Some texts, however, pose many challenges for accurate word reading, even for undergraduate students. We collected think-aloud protocols from 97 students in an introductory biology course for life science majors while they read from their own textbook. In this study, we analyze the relationships among students’’ ability to pronounce difficult words (e.g., cytotoxic T cells), their understanding of the meanings of vocabulary in the text, and the contribution of these variables to comprehending the text. We consider which word reading errors are most likely to affect comprehension, including the effect of missing etymological and morphological cues in words.

Starting in 1972 from a base in the Gandhian Textile Labor Association in Ahmedabad, Dr. Bhatt built a union, a voluntary organization, and a women's organization that today enrolls more than 700,000 women across India and has been the inspiration for similar organizations around the world. SEWA has been a leader in micro-lending through its own cooperative bank, through rural development programs in the hands of local women, through the establishment of health and insurance programs -- all geared to poor, working-class women. Among other activities, Bhatt founded and chaired Women’s World Banking, the International Alliance of Home-based Workers (HomeNet) and Women in Informal Employment: Globalizing, Organizing (WIEGO). Known as the "gentle revolutionary," Dr. Bhatt has served as a member of India's Parliament, the Indian Planning Commission, and has been a member of the Rockefeller Foundation Board of Trustees for over a decade.

"Language policies and politices in the post-Soviet countries" After the collapse of the Soviet Union, the leadership of the fourteen post-Soviet countries had to come to terms with the results of the Russification policy and to formulate new language and education policies. Interestingly and in some ways unexpectedly, countries with similar demographic makeups have chosen dramatically different ways to proceed, from adopting Russian as a main official language (Belarus) to discarding Russian, even as a minority language, and refusing citizenship to those who do not speak the local language (Estonia, Latvia). This presentation will point to the sources of these divergent decisions and draw parallels to language and education policies in the United States

In most advanced countries, services account for a large and growing proportion of the national economic output. Companies, however, are outsourcing services to an unprecedented degree, often internationally. Several forces have converged in recent years to generate this exponential growth in the international outsourcing of services (IOS):the Y2K scare; worldwide spread of communications and computing technologies; increasing competitive pressures to trim costs, improve quality, and shorten product development cycles; tight labor markets in the west, coupled with a talented, motivated, low-cost, highly-educated, almost bottomless pool of labor in certain countries; and so on. Today, IOS has grown beyond call centers and simple software coding, to include a broad range of highly sophisticated IT operations, medical diagnostics and treatment, legal work, computer animation, and other advanced activities. Despite the importance of this phenomenon, the discussion largely remains mired in anecdotal evidence and political expediency, and surprisingly little academic research has systematically addressed the economic, technological, financial, political, and cultural aspects of IOS.

Without improvements in the allocative efficiency of its financial sector, China will run into diminishing returns, continue to suffer poor stock market performance, and amass ever-increasing hidden loan losses within its state-controlled banks. Small Worlds and Innovation

Although small-world networks have attracted much theoretical attention and are widely thought to enhance creativity, fewer empirical studies of their evolution and influence on subsequent innovative productivity exist. Using patent coauthorship data, we illustrate crossovers from large- to small-world structures and the emergence and disappearance of giant components in regional collaboration networks. Based on personal experience and interviews with inventors, we argue that patent coauthorship ties span a wide distribution of strength and information transfer capacity. Because their decay rates vary greatly, a sizeable number of old ties remain viable. We discuss how clustering, path length, and the resultant small-world structure might influence innovative productivity. However, we find only qualified evidence to support the emerging consensus that small worlds improve innovation. We close with a discussion of the implications of regional collaboration networks for firms and policy makers.

Daniel Kaufmann, director of global programs at the World Bank Institute, will address the ongoing challenges of public sector reform, national governance and anti-corruption faced by richer nations often viewed as exemplary models yet marked by legalistic frameworks and formal institutions. Mr. Kaufmann seeks to portray a more complex reality of mixed governance performance in both developing countries and wealthier members of the Organization for Economic Cooperation and Development (OECD). He argues that the current undue emphasis on narrow legalism has obscured more subtle yet costly manifestations of misgovernance and afflicted not only poor but rich countries as well. The traditional notion of corruption will be challenged, and a broader framework of analysis will be proposed.

He returned to MIT in 1968, leaving it twelve years later as the Ford International Professor of Economics to join Columbia. Until 2001, he was Arthur Lehman professor of Economics and Professor of Political Science. Professor Bhagwati has also served as Economic Policy Advisor to Director-General, GATT, as Special Adviser to the UN on Globalization and as External Adviser to the WTO. He has published more than 300 articles and 45 volumes and is regarded as one of the foremost international trade theorists of his generation. He is a Director of the National Bureau of Economic Research and was recently advisor to India’s Finance Minister on India’s economic reforms. He works with several NGOs, is on the Academic Advisory Board of Human Rights Watch (Asia) and was a member of the Advisory Board of the Council on Economic Priorities

Dialogue on Globalization

The disturbances led by opponents to “globalization” at the meetings of the World Trade Organization (WTO) in Seattle in 1999 (and in meetings of almost all international institutions that relate to trade) have focused on the bad side of globalization. In the spring of 2001 the CIBER decided that an attempt should be made to establish a true dialogue on problems and issues related to globalization. A group of interested faculty members from different disciplines agreed to review and discuss the issues raised by opponents of globalization. An objective was to identify real problems and actions that might be taken to address these issues. Even on such a contentious topic, views can be exchanged among people who respect each other and discussions can ensue on problems that usually have no simple solutions. The theme “Dialogue on Globalization” is the basis for a variety of current Colorado CIBER initiatives.
