The STAR Program (Student Teams Achieving Results) is a joint project sponsored (with CIBER support) by the Kenan-Flagler Business School of the University of North Carolina – Chapel Hill, and the Golden Leaf Foundation. STAR was launched in 2004 to provide NC businesses with targeted strategic consulting advice from MBA candidates that would assist these companies to be able to identify and subsequently, fully participate in emerging global markets. "We have been able to preserve jobs—and we're really looking to the export market as where our growth will be. I pay my fair share of taxes, and I think [the STAR program] is a good example of our state government—not just the Department of Commerce and the Department of Agriculture—but the University helping out an existing business."

Validating a standards-based classroom assessment of English proficiency based on teacher judgments - Temple University
Dr. Lorena Llosa, Steinhardt School of Culture, Education, and Human Development, New York University: Using Bachman's (2005) validation framework, this study investigates validity issues related to the use of the ELD Classroom Assessment, a standards-based classroom assessment of English proficiency used in a large urban school district in California. The purpose of this study was to determine the extent to which scores assigned by teachers on the ELD Classroom Assessment can be interpreted as indicators of English proficiency as defined by the California ELD standards. Two different research approaches were employed to investigate the validity of the inferences drawn from the ELD Classroom Assessment: 1) examining the assessment in relation to another measure of the same ability-the California English Language Development Test (CELDT)-using confirmatory factor analysis of multitrait-multimethod data; and 2) examining the processes teachers engaged in while scoring the classroom assessment using verbal protocol analysis.

Lansing Regional Chamber Economic Club Luncheon - Michigan State University
Speaker: Tim O'Donovan, Chairman and CEO, Wolverine World Wide, Inc.
The Centers for International Business Education and Research (CIBERs) were created under the Omnibus Trade and Competitiveness Act of 1988 to increase and promote the nation's capacity for international understanding and economic enterprise. Administered by the U.S. Department of Education under Title VI, Part B of the Higher Education Act of 1965, the CIBER program links the manpower and information needs of U.S. business with the international education, language training, and research capacities of universities across the U.S. Thirty-one universities were designated as centers that serve as regional and national resources to business, students, and academics. Together, the CIBERs form a powerful network focused on improving American competitiveness and providing comprehensive service and programs that help U.S. business succeed in global markets.
